Regarding Student Amnesty Applications
In accordance with Article 85 of the Provisional Clause of the Higher Education Law No. 2547; postgraduate students enrolled in all classes, including preparatory classes, at higher education institutions, whose enrollment has been terminated for any reason other than the exceptions specified in the law, and those who have voluntarily terminated their enrollment, may resume their studies in the 2026-2027 academic year if they meet the conditions specified in this article and apply within the deadline.
APPLICATION DATES:
August 9, 2026 – December 9, 2026
It has been deemed appropriate for postgraduate students who apply by the end of business on Friday, October 2, 2026, to begin their studies in the Fall semester of the 2026-2027 academic year, and those who apply after this date to begin their studies in the Spring semester of the 2026-2027 academic year.
APPLICATION METHOD AND DOCUMENTS:
Applications will be made online via the following address: https://obs.mersin.edu.tr/oibs/apps/login.aspx?CurAppType=afy (The application link will be active and applications will begin to be accepted on August 20, 2026). The documents listed below must be uploaded to the system.
* Applications will be considered invalid if the relevant documents are uploaded incompletely or incorrectly.
1. Criminal Record Certificate (A barcoded criminal record certificate obtained via e-Government must be uploaded. The document date must be no more than 30 days prior to the application date.)
2. Bachelor's/Master's Degree Diploma (Required for students who have been accepted to Master's or Doctoral Programs but have not registered. Not required for students whose enrollment has been terminated for any reason.)
3. Military Status Certificate [Deferment Certificate, for students of military age, a Certificate stating that there is no objection to their enrollment in the University from a Military Perspective (can be obtained from e-Government).)
WHO CANNOT BENEFIT?
Those convicted of terrorist crimes and intentional homicide (Articles 81, 82, and 83 of the Turkish Penal Code), those convicted of torture (Articles 94 and 95), those convicted of ill-treatment (Article 96), those convicted of sexual assault (Article 102) Those convicted of: those convicted of child sexual abuse (Article 103); those convicted of manufacturing and trafficking of narcotics or stimulants (Article 188); those whose registration has been cancelled due to forged documents or those who submitted forged documents during registration; those who fall under the scope of crimes specified in Article 71 of the Law on Intellectual and Artistic Works No. 5846; those whose affiliation has been terminated due to membership, affiliation, connection, or contact with terrorist organizations or structures, formations, or groups that the National Security Council has determined to be acting against the national security of the State.
Also, those subject to special laws in accordance with Article 132 of the Constitution;
The provisions of this article shall not apply to students who have been dismissed from the Police Academy and its affiliated educational institutions, the Gendarmerie and Coast Guard Academy and its affiliated educational institutions, the War Colleges, Non-Commissioned Officer Vocational Schools and institutes affiliated with the National Defence University, and other higher education institutions on behalf of the Ministry of National Defence, the Police Academy, the Gendarmerie General Command, and the Coast Guard Command, either at their own request or for other reasons.
**MILITARY SERVICE STATUS**
Military service deferment procedures for students who resume their studies under this regulation will be carried out according to the procedures and principles specified in Article 20 of Law No. 7179.
Students who are currently serving in the military at the time this regulation comes into effect will be able to benefit from the rights specified in this article if they apply to the relevant higher education institution within two months of their discharge.
